VII. A system is less free when leaving it requires social death.
Why sanctuary, mobility, institutional exit and freedom from compulsory belonging are central tests of counterpower and cognitive liberty.
Short answer
The right to exit is a practical test of whether association is genuinely voluntary. People need some ability to leave institutions, jobs, platforms, movements and communities without being stripped of identity, records, basic rights or every path to livelihood. Sanctuary and portability matter because dissent is safer when there is somewhere legitimate to go.

Exit disciplines institutions
Voice is stronger when exit is credible. An institution that knows members have no alternative can become less responsive without immediately losing legitimacy or participation.
Portability of records, skills and relationships can turn theoretical exit into real exit.

Sanctuary is not immunity
A safe place for dissent should not become a place where accountability disappears. Protection from retaliation and due process can coexist.
The principle is refuge from unanswerable power, not exemption from responsibility for harm.

Movements must permit departure too
A rebellion that treats leaving as betrayal has reproduced compulsory belonging. People should be able to revise beliefs, withdraw support and retain personhood after exit.
Cognitive liberty includes the right not only to join a cause, but to change one’s mind about it.

Exit begins with concrete rights, not a universal escape hatch
The ICCPR protects concrete freedoms that make exit and re-association possible in important domains, including movement, conscience and association. Those rights are narrower than a general theory that a person can costlessly leave every institution on demand.
This page therefore treats portability and exit as design aspirations built on a legal baseline, not as descriptions of existing law. The practical question is whether dependence has been engineered so deeply that formal choice becomes meaningless.
