A national filtering system can involve government blocklists, telecom equipment, DPI vendors, domestic ISPs, cloud or DNS providers, app stores and commercial data services. This fragmentation can make responsibility difficult to trace even when the resulting information restriction is centralized.

Independent observatories matter because network measurements can test whether nominally open infrastructure is actually blocking, throttling or redirecting traffic.

Dual use is real, but not a complete defense

Traffic classification can mitigate congestion or attacks; URL categories can support schools and enterprises; packet inspection can detect malware. Those legitimate functions do not erase foreseeable misuse when products are configured to target political media, civil society or identity groups.
