Speed changes the decision environment

Automation can shorten detection and response from hours to minutes or seconds. That can be valuable for defensive tasks such as anomaly detection and remediation, but the same compression makes it harder to pause for context when an action could cause physical or political escalation.

A system that creates more decision speed than a human institution can supervise has not eliminated judgment; it has displaced judgment into design choices made earlier.

The flash-war problem

When several autonomous systems interact, each can adapt to the other without a shared understanding of intent. Small errors, false positives or adversarial inputs can therefore become feedback loops rather than isolated mistakes.

Strategic stability requires interruption points, conservative defaults and ways to distinguish uncertainty from hostile certainty.

Human control must be practical

A nominal human-in-the-loop is not meaningful if the operator lacks time, information or authority to challenge the recommendation. Human judgment matters only when it can actually change the outcome.

The governance question is therefore about usable intervention, not simply whether a human name appears somewhere in the chain.
